Представители всех шести фракций севастопольского горсовета по просьбе «Нового Региона» высказали свое мнение готовящемся к принятию законе Украины о местных выборах и сделали прогноз, как изменится после выборов конфигурация городского органа представительной власти.
Юрий Дойников, председатель Севастопольского горсовета, Партия Регионов:
«Я считаю очень правильным положение о том, что право на выдвижение кандидатов имеют те политические силы, которые создали свои региональные представительства не менее года тому назад. То есть, это реальные силы, которые работают в регионах и пользуются поддержкой населения. Ведь не секрет, что политтехнологи зачастую создают политические партии за несколько недель, и чего греха таить, мы знаем факты продажи таких наспех сколоченных политических сил. Ограничительная норма станет заслоном такому явлению.
Мне кажется, что в Севастополе ситуация нормальная, спокойная, рабочая. Я думаю, что те силы, которые в большинстве, они и останутся в большинстве, а фракций в горсовете будет не меньше, чем сейчас. То, что Партия Регионов сегодня как ведущая сила в нашем городе выполняет свои обещания, сориентирует граждан на правильный выбор. Город живет, как часовой механизм. Мы надеемся, что делами завоюем сердца избирателей.
Евгений Дубовик, Блок Витренко, лидер фракции «Народная оппозиция»:
«То, что уже принято, дает основания утверждать: олигархическая Партия Регионов делает законодательство под себя. Удивило, что коммунисты проголосовали за введение денежного взноса. Откуда учительница или простой рабочий возьмут 9 тысяч гривен?!
В Севастополе Блок Витренко пойдет на выборы как Партия прогрессивных социалистов. Люди у нас уже созрели и понимают, кто есть кто. Я не боюсь сказать, что я иду по мажоритарке. Это показывает, что лидер будет с людьми конкретно работать. Мои наиболее сильные люди тоже пойдут по мажоритарке. Мы постараемся все округа закрыть.
Наша фракция в следующем горсовета будет больше однозначно, Партии Регионов – однозначно меньше, коммунисты – на том же уровне, по Русскому Блоку не знаю. Возможно, появятся еще фракции, которые будут подтягиваться под Партию Регионов, например Тигипко».
Василий Пархоменко, КПУ, лидер фракции «Трудовой Севастополь»:
«Я считаю, что этот закон – шаг назад по целому ряду аспектов. В нем есть отступления от общепринятых европейских течений выборов в местных советах. В частности это нарушение партийной схемы выборов как основного компромисса. Судя по всему, закон принимается в пользу одной политической силы – Партии Регионов. С моей точки зрения, в разных регионах закон будет действовать по-разному, но в принципе он на руку партии власти.
Конфигурация севастопольского горсовета останется примерно такой же, хотя были все шансы ее резко изменить. Если бы выборы проходили по старому закону, фракций в горсовете было бы больше».
Андрей Меркулов, фракция «Русский Блок»:
«Новый закон предполагает, что кандидатов в депутаты будут выдвигать исключительно партии. Общественные организации, трудовые коллективы не смогут выдвигать своих представителей, не будет самовыдвиженцев. Я считаю, что это вопиющее нарушение Конституции, где четко сказано, что каждый гражданин может быть избран в любые органы власти, но ни слова нет о том, что он обязан быть членом какой-то партии. Поэтому я думаю, что когда закон окончательно примут, он будет оспорен в Конституционном суде, хотя и не питаю иллюзий по поводу его непредвзятости.
На Украине, по сути, устанавливается авторитарная власть Партии Регионов. В Севастополе она выставит по всем округам своих кандидатов, но я далеко не уверен, что они везде пройдут. Однако в активе у них есть административный ресурс. Им они будут пользоваться нагло и беззастенчиво. Я думаю, что мы зафиксируем много нарушений на этих выборах».
Александр Семин, фракция «Наш дом – Севастополь» блока Сергея Кондратевского:
«Первая редакция закона не отвечает тем ожиданиям, которые были последние годы. Говорили о возврате к мажоритарной системе, об отрытых партийных списках. Мажоритарная система в старом виде давала избирателям возможность управлять своим депутатом. Существовала процедура отзыва. Сейчас ее, по сути, нет. Смешанная половинчатая система укрепляет единовластие одной партии. Есть опасения, что будет внесена поправка о том, что кандидат по мажоритарному округу сможет получить депутатский мандат только в том случае, если его партия преодолеет трехпроцентный барьер. Это монополизирует власть.
Как будет выглядеть следующий горсовет, судить не берусь. Давайте дождемся окончательной редакции закона».
Анатолий Череватый, фракция «Блок Сергея Иванова «За Севастополь»:
«Нормальный закон в той части, что появляются нормальные избирательные округа. Появляются депутаты, несущие персональную ответственность перед теми, кто их выбрал. Единственное, что нужно добавить – чтобы этот депутат имел полномочия по реализации запросов.
Если система будет работать помимо депутата и реализовываться, образно говоря, по золотому кольцу распределяя все деньги на благоустройство, а мажоритарщики будут митинговать вместе с избирателями, это будет большое упущение. Мы должны продумать механизм, чтобы подтвердить, что эта избирательная система направлена на благо самих избирателей, и как следствие – на благо города. Это принципиальный вопрос.
Я думаю, что в следующем горсовете будет меньше фракций. А депутатский состав качественно улучшится в том смысле, что депутат развернется к избирателям, округам и конкретным проблемам, а не к абстрактным партиям и фракциям. Это будет новое качество городского совета, ожидаемое избирателями»
